MODULE 2.6

Technology in Communication:

Leveraging social media and communication tools.

Technology in communication, particularly the use of social media and digital tools, has become a cornerstone of crisis communication in disaster management. These technologies enable real-time dissemination of information, coordination of response efforts, and engagement with affected populations. Social media platforms like Twitter, Facebook, and Instagram are powerful for issuing alerts, providing updates, and dispelling misinformation during crises. For example, during Hurricane Harvey in 2017, emergency responders and citizens used Twitter to coordinate rescues and share real-time flood updates. The use of hashtags like #HarveySOS helped direct resources to those in immediate need.

Communication tools such as mobile apps and SMS-based alert systems have also revolutionized disaster management. Apps like FEMA’s in the United States or India’s NDMA app provide location-based alerts, safety tips, and access to emergency resources, empowering individuals to take informed actions during disasters. Additionally, platforms like WhatsApp have been used for grassroots coordination; during the 2019 Cyclone Fani in India, local authorities used WhatsApp groups to quickly disseminate evacuation orders and safety instructions to vulnerable populations.

Technology also facilitates community engagement and feedback, crucial for addressing diverse needs during a crisis. For instance, during the COVID-19 pandemic, governments worldwide relied on social media for public health campaigns, while also monitoring citizen sentiment to refine strategies. However, the reliance on technology brings challenges, including misinformation spread and the digital divide that may exclude populations without internet access or digital literacy.

Despite these challenges, leveraging technology in communication has proven transformative in disaster management. It ensures timely, broad-reaching communication, enhances transparency, and enables participatory approaches to crisis response. Effective use of technology can save lives and build trust, as seen in numerous global cases where digital tools have bridged critical gaps in traditional emergency management frameworks.
